The Emergency Broadband Benefit (EBB) is a limited-time Government program that provides discounts on monthly broadband Internet access, Talk/Text and Data bundles and certain connected devices. EBB Program discounts are funded by the US Government’s Coronavirus relief effort in the Consolidated Appropriations Act of 2021 and administered by the Federal Communications Commission (FCC) and the Universal Service Administration Company (USAC). The EBB monthly service and device discounts are non-transferable. Eligible households are limited to one monthly service discount and one device discount. EBB Program benefits may be obtained from any participating provider of your choice, and your monthly service benefit may be transferred to another provider at any time. Participating customers will receive up to 20GB of Data as part of the EBB plan. Once the program ends, you will be notified, and your plan will then be reverted to the standard Lifeline offer. You may also choose to keep this 20GB plan but will be subject to the standard rates applicable at the time of program expiration. This program is subject to FCC approval and you will be notified once it’s available. This is a limited-time offer that is subject to product availability. Only one device discount per household can be applied to participating customers.

This program is separate from the US Government’s Lifeline program, but your benefits can be combined so you can receive up to 20GB Data, talk & text for FREE every month while the program remains open. Our standard terms and conditions apply. The Emergency Broadband Benefit monthly service and device discounts are non-transferrable. An eligible household is limited to one monthly service discount per month and one device discount for every qualifying application. EBB Program benefits may be obtained from any participating provider of your choosing and your monthly service benefit may be transferred to another provider at any time.

SERVICE OFFER

We will combine your Lifeline and EBB discounts to make the 20GB Data, Talk and Text Plan for FREE. This promotional limited-time EBB service offer includes the standard Lifeline plan of 4.5GB (6.0GB for California residents) , Talk and Text plan with our EBB plan. The EBB/Lifeline bundle is FREE after application of Lifeline and EBB discounts and company contribution, if applicable. UNLIMITED tethering to your existing Lifeline phone device is included. Up to 4G LTE available.

EXPIRATION DATE

The EBB program will end after the Public Health Emergency no longer exists, or as deemed by the FCC. Once the program is over, your plan will revert to the standard Lifeline offer. You may also choose to keep this EBB plan but will be subject to the standard rates applicable at the time of EBB program expiration. We will notify you when there is a change to the program. The EBB program shares the same qualifying eligibility programs as Lifeline – participation in SNAP, Medicaid, SSI, Federal Public Housing Assistance, Veterans and Survivors Pension Benefit Fund, and income at or below 135% of the federal poverty level. For a limited-time determined by the FCC, unemployment may qualify you for Lifeline and the EBB program.. Additional eligibility programs are unique to EBB and do not qualify for Lifeline. These include Pell Grants, Free and Reduced Price School Lunch and Breakfast, as well as reduced wages in certain instances. Program eligibility will be determined for the FCC by Universal Service Administrative Company’s National Verifier and National Lifeline Accountability Database, or an alternative verification process approved by the FCC.

What is the Emergency Broadband benefit or EBB program?

The Emergency Broadband Benefit (EBB) is a limited-time program operated by the Federal Communications Commission (FCC) that provides discounts of up to $50 on monthly broadband Internet access service (or up to $75 per eligible household on Tribal lands) and up to $100 on certain connected devices (a co-pay of between $10 and $50 is required). EBB services and devices are subject to consumer eligibility, provider participation, product availability, and FCC/Universal Service Administrative Company (USAC) approval.

Who is eligible for EBB discounts on broadband service?

The EBB shares the same qualifying eligibility criteria as Lifeline – participation in SNAP, Medicaid, SSI, Federal Public Housing Assistance, Veterans and Survivors Pension Benefit Fund, and income at or below 135% of the federal poverty level. What rules apply to me when I participate in the program?

If I already receive Lifeline benefits will I automatically receive the Emergency Broadband Benefit?

No. You must opt-in and choose an eligible service plan.

Can I choose my EBB provider?

EBB program benefits may be obtained from any participating provider of your choosing and your monthly service benefit may be transferred to another provider at any time.

How are Lifeline and the EBB different?

Lifeline is the FCC’s permanent program to support affordable access to essential communications services such as broadband Internet access. The EBB is a temporary program through which a participating provider can apply discounts to the same service plan on which you receive Lifeline service or a different service plan.

When will the EBB program end?

The EBB program will expire when funds are exhausted or six months after the Department of Health and Human Services (HHS) declares the end of the COVID-19 health emergency. When

the FCC announces the end the program or we end our promotional FREE EBB service offer, we will notify you and you will revert to receiving only the standard FREE Lifeline plan where available and if you are eligible. You may keep your service by paying the applicable undiscounted rate plus any applicable fees and taxes.
